The Transportation Security Administration (TSA) is issuing this Sources Sought/Request for Information (RFI) to perform additional market research to: (1) identify small businesses capable of meeting these requirements and (2) offer industry partners an opportunity to review and provide feedback on TSA’s DRAFT requirements prior to the release of a solicitation for these services. Administrative Information A DRAFT Statement of Objectives (SOO) is provided in Attachment 1 to this notice. This DRAFT SOO details TSA’s anticipated requirements for Digital Engineering Services (DES). THERE IS NOT A SOLICITATION AT THIS TIME. This request for information does not constitute a request for proposals or a promise to contract; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Not responding to this notice will not adversely impact a vendor’s rating for a future requirement. The information obtained through this posting may be used in the development of a Request for Proposal (RFP) to be released in the Fiscal Year 2023. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. Submission Instructions Sources Sought Notice: If interested in this requirement, please provide the following demonstrating your firm’s ability to meet these requirements: Organization name, address, email address, Web site address, telephone number and size standard. Please indicate your ability provide the requirements outlined in the attachment, and your intention to bid on a potential solicitation; Provide examples/answers to the following questions: Demonstrate your company’s experience providing Model-Based Systems Engineering (MBSE) and Systems of Systems (SoS) modeling at the Department of Homeland Security (DHS). Please provide specific tools your company has experience with in this mission space and provide examples of projects or programs your company has worked with in the last five years. Demonstrate your company’s experience providing multiparty, vendor, and industry partner technical strategy solution assessment and analysis, specific audit and standards based services at DHS. Please provide examples of projects or programs your company has worked with in the last five years. Demonstrate your company’s experience designing and implementing enterprise level government models at DHS. Please provide examples of projects or programs your company has worked with in the last five years. Demonstrate your company’s ability to recruit and retain a diverse pool of qualified experts who have the depth of knowledge required to provide the needed services, specifically in MBSE/SoS and digital engineering (audit and standards), and the appropriate background investigation clearance to work for DHS. Please provide the qualifications of any subject matter experts your company would consider utilizing to meet these requirements. State your organization’s current DHS Strategic Sourcing Vehicles (SSVs). If your organization is not a current vendor under a DHS SSV, please state any Government Wide Acquisition Contracts (GWACs) that your organization currently utilizes for the subject service provided under NAICS code 541715. Request for Information: Provide a response to the following question: Is there any information that has not been addressed in the DRAFT SOO that industry partners would need in order to successfully submit a proposal for this potential opportunity? Feedback in respect to the attached DRAFT SOO, such as suggested areas of improvement, lessons learned from similar projects, areas that may require further clarity, and any questions that the Government should consider before releasing an RFP. Feedback for the DRAFT SOO may be inserted via track changes in the DRAFT SOO or in a separate Microsoft Office 2010 compatible document or Acrobat Adobe PDF. Responses to the Sources Sought Notice are limited to five (5) pages. There is no limit to the response to the Request for Information. Interested parties who consider themselves qualified to perform the services listed in the attached draft SOO are invited to submit a response no later than July 26, 2023 5:00 pm Eastern Time. Responses not received by the closing date and time may not be considered or reviewed by TSA. Questions in support of this posting will not be entertained.
