This Justification and Approval for Other Than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. As the Government’s intent to acquire using other than full and open competition was previously published on the Government-wide Point of Entry (Contract Opportunities) and all public comments considered at that time, the Government does not intend to respond further concerning this publication The Transportation Security Adminstration, Acquisition Program Management Office, Test and Evaluation Division is procuringenhancements and upgrades to the Transportation Security Administration Systems Integration Facility (TSIF) Checked Baggage Inspection System (CBIS) in order to replace and/or modernize obsolete components which are reaching their End of Life (EoL). The end result of this effort will be bringing the CBIS system into compliance with the latest version of TSA’s Checked Baggage Planning Guidelines and Design Standards (PGDS), and extending the usable life of it for ten (10) years.
