Devastating tornadoes tore through parts of Tennessee on March 31st and April 1st 2023, causing numerous deaths and catastrophic damage to buildings and infrastructure. The incident affected the entire State of Tennessee and FEMA is providing emergency assistance to applicants throughout the declared areas. The President declared ten (10) counties throughout the state as major disaster areas. As a result, at least eleven individual facilities will be opened within days or in the forthcoming weeks. These facilities will be a Joint Field Offices and ten (10) Disaster Recovery Centers (DRC’s) These facilities are Federal Facilities and require a minimum level of security, per DHS guidelines, immediately upon opening. As a result, an armed guard contract is needed immediately as the Federal Protective Service (FP)S has indicated they cannot provide the guard services FEMA requires within the State of Tennessee as they have reached their capacity in resources. The total requirement covers large areas, some of which are located in rural counties, where there are limited guard services available. As a stop gap measure until a final contract can be put in place, a Sole Source contract is urgently needed to provide some of the required security services.
