The Office of Health Affairs serves as the Department of Homeland Security’s principal authority for all medical and health issues. OHA provides medical, public health, and scientific expertise in support of the DHS mission to prepare for, respond to, and recover from all threats. OHA serves as the principal advisor to the Secretary and the Federal Emergency Management Agency (FEMA) Administrator on medical and public health issues; leads the Department’s workforce health protection and medical oversight activities; and leads and coordinates the Department’s biological and chemical defense activities. NBIC provides a range of products, tools, and services to senior federal leaders, NBIS partners, and state and local government officials. Products include daily email monitoring lists of health issues around the world and more in-depth Biosurveillance Event Reports. The DHS Secretary and OHA Assistant Secretary, National Security Council, or state and local governments often request special reports to inform decision-making regarding responses to emerging or ongoing biological events. NBIC is frequently asked to put public health information into a national security operational context, leveraging data from DHS Components as well as the Federal interagency and state/local partners. See the enclosed RFI for further description of this requirement.
