MAY 12, 2020: THIS CONTRACT OPPORTUNITY HAS BEEN ADMENDED TO ADD THE QUESTIONS AND ANSWERS (Q&As). To acquire a replacement Spectrum Guard System device to detect and nullify the wide variety of radio frequency technologies that are used to obtain unauthorized access to classified national security information, restricted data, and/or sensitive but unclassified information. Spectrum Guard System Equipment The contractor shall provide the following equipment and services to include, but not limited to: BRAND NAME OR EQUAL: Equipment Specifications • Frequency range from 1kHz to 26.5 GHz. • Sweep at 26.5 GHZ/second. • Secure communications and data transfer system that allows it and several other TSCM devices to be controlled by a single controller from anywhere in the world that has a wired, wireless, or cellular internet connection. This capability is paramount as OCSO/TOB has other TSCM equipment that will work in conjunction with this system and enhance DHS TSCM capability. • Controlled via an iPad. • Multiple receivers allowing concurrent analysis and continuous frequency sweeping. • Selectable Sweep resolutions as small as 1.8kHz. • Automatic WiFi protocol detection, Analysis, SSID detection, MAC address collection, and packet analysis. • Bluetooth detection, protocol detection. • Zigbee detection, protocol detection. • Classify 48 modulation schemes on the fly. • User defined channel scanning. Training Specifications 802.11 Protocol Detection (a,b,g,n and ac) • 802.11 MAC Address Display • SSID Detection • Signal Strength • Hardware Manufacturer • Packet Identification and Analysis • .PCAP Capture and Streaming • Bluetooth Protocol Detection and MAC Address Display • Zigbee Protocol Detection (700, 800, 900 MHz and 2.4 GHz) and NODE Address Display • European Zigbee Protocol Detection (868/915 MHz) • MAC/NODE Address Registration The Combined Synopsis and Solicitation and Statement of Work is attached for further reference.
