This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 70B03C24Q00000343 (PR 20144907) and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The associated North American Industrial Classification System (NAICS) code for this procurement is Primary 611710 Educational Support Services. This procurement shall be Open Market, Small Business Set-Aside. All qualified, responsible sources may submit a quote that shall be considered by the agency. Contractors are advised that they are responsible for obtaining amendments. The resulting award will be a Base year service year , to the contractor who provides the Lowest Price Technical Acceptable to the Government in compliance with the provided Statement of Work (SOW). Contractors shall demonstrate capabilities in relation to the requirement as set forth in the Statement of Work (SOW) and this RFQ. The quotes will be evaluated carefully in accordance with the aforementioned factors. The place of performance shall be at quoters location of training and shall be indoors and within a hundred miles distance of a major airport. CBP will not provide facilities for the training or materials. Shall be able to handle 20 students at a time with 2 instructors. The Department of Homeland Security (DHS), Customs and Border Protection (CBP) intends to award a Firm Fixed Price Purchase Order, for the procurement Tower Climber Training. All quotes shall provide evidence that the Quoter can meet all requirements of the Statement of Work. CBP reserves the right to award with or without a site visit to the contractor’s facility. Quote packets that are incomplete, unsigned, or late may not be considered. The vendor selected for award SHALL be currently registered and Active in System for Award Management (SAM) at https://www.sam.gov/SAM/ and submit invoices as defined by Federal Acquisition Regulations (FAR) 2.101 as a condition of the contract. No award can be made to a vendor not registered in SAM.
