This is a Woman Owned Small Business (WOSB) sole source requirement. The requirements stipulated in the statement of work are to sustain, and, subsequently, decommission the Human Resource Business Engine (HRBE) system in conjunction with the stand-up of the EL360 suite of services. CBP must be able to execute the business processes HRBE offers without interruption, which, as mentioned earlier, encompass nearly every Human Resource action an employee may experience, until the EL360 system is fully operational. As HRBE is a custom software application built and subsequently modified to adjust to mission requirements over a number of years, the incumbent is the only responsible source for these ensuring HRM can offer these services, and no other supplies or services will satisfy Agency requirements. They possess a unique knowledge of the intricacies of the HRBE system – to include the legacy business process management platform upon which it was built.
