BACKGROUND The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) intends to establish a task order for a Content Authoring Tool (CAT) under the General Services Administration (GSA) Human Capital and Training Solutions (HCaTS) contract vehicles (HCaTS Unrestricted (UN), HCaTS Small Business (SB), and HCaTS 8(a) to procure specialized and customizable human capital management and training solutions.
