Scope This Statement of Work (SOW) is for the development and execution of a process to support emergency management operations to support community response and recovery by using large event venue operators, state and local emergency managers. Contractor Requirements The Contractor shall develop and execute a “Playbook” that will be utilized by large event venue operators, state and local emergency managers and FEMA highlighting best practices and design recommendations of opportunities to support emergency management operations to support community response and recovery. Specific Requirements The Contractor shall provide the following: Provide expertise on evidence based and best practices for stadium, arena, and other large event and venue spaces for supporting emergency management operations. Develop requirements and recommendations for future sport stadium design that incorporates features to support emergency response and recovery operations to be incorporated into a playbook guide. The Contractor shall establish a path of partnership for any interested parties. This shall include a checklist to meet partnership requirements and signed agreement templates to be included in the playbook. The Contractor shall shall utilize qualitative and quantitative research methods, including but not limited to focus groups, surveys, interviews, observations, industry trends, field testing, data analytics, social monitoring, and more, to measure and evaluate brand equity and Campaign performance. Develop a Hazard and Vulnerability Analysis tool set to be included in the playbook for stadiums that shall inform not only stadium EOP but viability of stadiums for supporting emergency response mission and recovery post disaster. This shall include information such as but not limited to: How to conduct a comprehensive analysis of potential hazards and vulnerabilities specific to the stadium and its surroundings. How to assess the impact of natural disasters, technological incidents, and other emergencies on the stadium and its operations. Detail strategies for maintaining critical services, communications, and infrastructure, including backup power systems and essential supplies. Support the development of a recovery plan that outlines actions to restore the stadium's infrastructure, services, and operations after an incident. Materials and Development The Contractor shall provide sketches, storyboards, wireframes, prototypes, copy, drafts, and other materials during the development of creative products for review and will incorporate feedback and necessary changes. The Contractor shall be required to update, revise and/or edit new and existing assets, including multi-lingual materials/products. Types of services shall include but are not limited to drafting and developing content and materials for cross-channel use, such as illustrations, graphics, publications, templates, typographic layouts, photography, pictographs, etc. The Contractor must have experience developing for federal agencies or equivalently trusted sources of materials that meet ensure accessibility of communications and products. All products and materials must be DHS Section 508 compliant [For more information, see Task 4.4] and meet plain language standards determined by the Agency and based on reading level as measured by commercially available online tools. Strategic Partnership Opportunities The Contractor shall identify, pitch, pursue, and develop strategic partnership opportunities for adding and onboarding new partners, expanding existing partnerships, and increasing engagement from and growing opportunities with existing partners. The Consultant shall work with NFL’s design firms to establish guidelines for future building recommendations for a variety of emergency response and recovery missions. The Contractor may also work with design firms for other major sporting venues for recommendations on future buildings for a variety of emergency response and recovery missions The Contractor shall assist team in identifying and selecting partners whose missions and objectives align with the Agency’s mission Partners may come from public or private sectors and may include but are not limited to non-profit organizations, businesses, national brands, sports teams, high-profile personalities, state, county, city and regional emergency management agencies, etc. The Contractor shall ensure that any applicable PII gathered will be collected and stored correctly to follow all federal requirements per the privacy and cyber hygiene clauses listed below in this document. The Contractor shall engage on behalf of Ready Stadiums, in teleconferences and other strategy sessions for product development and for presentations to Agency leadership. Collaborate with the Ready Stadium team to ensure collection of data and monitoring results as necessary, timely updates to the Ready Stadium team, and provide recommendations as to methods to engage large event venues in the project. Briefings Shall be given through video conferencing; however, there may be occasional in-person meetings. Contractor travel may be required to support this requirement. All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations. The Contractor shall be responsible for obtaining COR approval (electronic mail is acceptable) for all reimbursable travel in advance of each travel event. The Contractor shall participate in monthly meetings with FEMA regarding the project, including sharing results of analyses and providing updates the project deliverables. The Contractor shall work with Ready Stadium team to identify key messages, audiences, partners, actions, products, media, venues, channels, and materials that are most effective to support measurable short and long-range goals and objectives as defined by the Agency. Compliance and Documentation: The Contractor shall Ensure all design and best practices align with FEMA's guidelines, regulations, and documentation requirements. Ensure that all recommendation for building design are in compliance with all Local, State and Federal requirements, codes and standards. Provide necessary documentation, including compliance certificates, reports, and records to support FEMA's review and audit processes.
