RFI for Voice Services for Immigration and Customs Enforcement (ICE) ***DUE May 19, 2021 at 5pm EST*** Interested parties shall address all the questions outlined in the attachment. This RFI limits the response for the following Contracting questions to no more than 10 pages. Limit all responses to contracts awarded in 2015 or more recently. Introduction and Background The requirement of Immigration and Customs Enforcement (ICE) is to transition local, long-distance, conference bridges and toll-free voice services from the expiring General Service Administration (GSA) contracts to a commercial solution that provides like or similar services. For over 20 years, GSA has offered “full service” contracts delivering telecommunication services such as Voice, Data and Internet to government agencies on a variety of contracts to include Networx, Washington Interagency Telecommunication System 3 (WITS3) and Local Service Agreements (LSAs). These contracts provide a wide variety of local and long-distance services to hundreds of ICE locations, both CONUS and OCONUS. In May 2023, these contracts will expire, and GSA has announced the agency will no longer provide a full-service offering. Government agencies, to include ICE, are required to find adequate replacement of these expiring contracts and transition all services to new contracts and carriers by the deadline of May 2023. In addition, ICE is consolidating all non-GSA voice services acquired from Local Exchange Carriers (LECs) and transitioning them.
