This RFI is for information and planning purposes only and is not a solicitation or request for proposals. Information received will be utilized as a market research tool to determine the availability and adequacy of potential sources prior to entering into a Cooperative Research and Development Agreement (CRADA) with the selected party(ies). Unsolicited proposals submitted in response to this RFI will not be considered, nor will any of the information contained in these unsolicited proposals be used during preparation of a solicitation. This notice is issued by the Department of Homeland Security (DHS); Science and Technology Directorate (S&T); Transportation Security Laboratory (TSL) to identify companies that develop certified reference materials for contraband material (with an emphasis on explosives). Based on responses to this RFI, the TSL will enter into a Cooperative Research and Development Agreement (CRADA) with one or more selected companies to ensure the processes for developing and characterizing contraband standards at the TSL aligns with industry processes that are used for certified reference standards for contraband material. All submissions shall be submitted via e-mail to DHSLaboratory.RFI@ST.DHS.GOV no later than Wednesday May 17, 2023 at 10:00 am ET. Responses shall be limited to 10 pages and font no smaller than size 11, Times New Roman style. Please be advised that all submissions become Government property and will not be returned.
