The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Federal Insurance and Mitigation Administration (FIMA) is responsible for the modeling and management of the National Flood Insurance Program (NFIP)’s financial risk due to flooding. The key programs that are responsible for modeling and managing that risk are the Actuarial Risk Rating Program and the Catastrophic Modeling Program, which houses the catastrophe modelers and operates the Reinsurance Broker System (RBS). RBS is currently hosted in an Azure Cloud Environment. FEMA has a requirement to migrate the Reinsurance Broker System ownership to a FEMA-FIMA owned system, and to procure continued system administrative services.
