Pursuant to the requirements of FAR 16.505(b)(2)(ii)(B), the justification for the use of the statutory authority under FAR 16.505(b)(2)(i)(B) is justified by the following facts and rationale. On September 17th, 2021, Task Order 70RCSA21FR0000065 was competitively awarded to Edgesource Corporation under its One Acquisition Solution for Integrated Services (OASIS) Small Business Pool 1 Contract 47QRAD20D1013, as the follow on to Task Order HSHQDC-17-F-00106. Due to unavoidable delays in awarding Task Order 70RCSA21FR0000065 and to ensure continuity of services remained, Task Order HSHQDC-17-F-00106’s period of performance was extended through November 16th, 2021. On September 27th, 2021, Task Order 70RCSA21FR0000065 was protested and a stop-work order issued. As a result of the protest and stop-work order, the successor contractor was not able to initiate the transition phase with the incumbent contractor. On November 1st, 2021, the protester withdrew its protest and the stop-work order was rescinded. Due to the delays caused by the protest in transitioning from the incumbent contractor to the successor contractor, the government determined it requires a three-and-a-half month transition period from Miracle Systems, LLC, to Edgesource Corporation, effective November 17th, 2021 through February 22nd, 2022.
