Cybersecurity and Infrastructure Security Agency (CISA) is issuing this Sources Sought to identify educational institutions who possess the capabilities to provide services as specified below and to determine their availability, capability, and adequacy. If your firm is interested in this requirement, is a qualified educational institution, and has performed similar projects, we request the information shown below. An organization that is not considered an educational institution should not submit a response to this notice. The Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), National Risk Management Center (NRMC) is seeking to procure support to identify and mitigate information manipulation activities that have the potential to imperil national critical functions. This support shall detect emerging mis-, dis-, and mal-information (MDM) activities – tools of information manipulation – and provide component factors to aid in risk analysis and inform potential risk mitigation activities. The scope of this work, including all social listening, detection of MDM and analysis, shall take safeguards to ensure full compliance with First Amendment and other constitutional and statutory rights, including the privacy, civil rights, and civil liberties of US citizens and people present in the United States. The North American Industry Classification System (NAICS) Code for this project has not yet been determined.
