The Federal Emergency Management Agency (FEMA) Region 8 is issuing this sources sought to conduct market research and identify interested sources that possess the capability of meeting the requirements listed below. This requirement is for Level II Armed Security Guards/Officers to provide security services at disaster related sites and facilities to support DR-4807-SD, in the State of South Dakota AND are businesses residing in or primarily doing business in the declared disaster area for DR-4807-SD to meet the requirements of FAR 52.226-4 Notice of Disaster or Emergency Area Set-Aside. Current counties, as of this posting date, include: Aurora, Bennett, Bon Homme, Brule, Buffalo, Charles Mix, Clay, Davison, Douglas, Gregory, Hand, Hanson, Hutchinson, Jackson, Lake, Lincoln, McCook, Miner, Minnehaha, Moody, Sanborn, Tripp, Turner, Union and Yankton counties. The Federal Emergency Management Agency (FEMA) uses contracted armed security guard/officer services to safeguard federal employees, visitors and property at both temporary and fixed facilities during disaster and emergency declarations. Contracted armed security guards/officers have a crucial and highly visible role in the FEMA mission. They are usually the first line of defense, so it is crucial that the Contractor ensure that their employees realize the importance of their role, know their duties, and always perform their duties courteously and professionally. As an integral part of the FEMA security team, the Contractor shall provide and maintain all management, supervision, manpower, material, training, equipment, supplies, licenses, permits, certificates, insurance, pre- employment screenings, reports, and files, and shall plan, schedule, coordinate and ensure effective performance necessary to accomplish security services. The Contractor is entirely responsible for timely obtaining and adhering to the individual state and city / municipality licensing and permits requirements without assistance from the Federal Government. The applicable North American Industry Classification System (NAICS) code for this requirement is 561612 – Security Guards and Patrol Services, with a size standard of $29M. This requirement is anticipated to be 100% set aside for small businesses. This is a Sources Sought notice. This is NOT a request for proposals. No solicitation is available. Based on the results of this Sources Sought notice, this requirement may be set aside for local small businesses within the declared disaster area for DR-4807-SD. Any responsible source that claims they can fulfill the Government’s requirement may submit a capabilities statement, or supporting documentation, substantiating the claim via email to the Contracting Officer at crystal.garcia@fema.dhs.gov .
