CBP’s Office of Operations Support intends to issue a sole-source, firm-fixed-price purchase order to LiveU for a LiveU Video Encoder Suite. The required suite includes rack-mounted video encoder equipment, associated software, and licenses—such as multi-camera encoder, 4K/Quad HD server, dual-feed video return server, simultaneous live-channel software, DataBridge, and Video Return Elite—fully interoperable with CBP’s existing LiveU infrastructure and operating within a closed CBP-controlled system. CBP states that other manufacturers have not been identified as guaranteed fully interoperable without unacceptable compatibility, performance, or operational security risk. Responsible sources believing they can meet the requirement may submit a complete written technical package with clear and convincing evidence of interoperability and a full performance guarantee for fit, form, function, compatibility, and operational performance; general capability statements will not be considered. This notice is not a request for competitive proposals, and the Government will decide at its discretion whether to compete based on timely complete responses.
