CBP’s Office of Operations Support intends to issue a sole-source, firm-fixed-price purchase order to LiveU for a LiveU Video Encoder Suite, including rack-mounted video encoder equipment, associated software, and licenses. The required suite includes multi-camera encoders, 4K/Quad HD servers, dual-feed video return servers, simultaneous live-channel software, and licenses such as DataBridge and Video Return Elite. The equipment must be fully interoperable with CBP’s existing LiveU infrastructure and operate within a closed, CBP-controlled system for receiving, retransmitting, and live-streaming high-resolution video. CBP states that other manufacturers have not been identified as meeting these interoperability and operational security requirements without unacceptable risk or requiring replacement/reconfiguration of existing infrastructure. Responsible sources that believe they can meet the LiveU-compatible requirement may submit a written technical package with clear evidence of interoperability and a full performance guarantee, though no solicitation documents are currently available.
