This is a Sources Sought Notification for the United States Coast Guard (USCG) Health, Safety, and Work-Life Service Center (HSWL-SC) to support market research. The USCG HSWL-SC has a requirement for development of a combined Ombudsman and Personal Financial Management Program Registry (referred to as Regristry throughout this Sources Sought Notice). The Registry will also be accessible via a HSWL Mobile App. The Registry will be hosted and provided to the USCG as "Software as a Service (SaaS)". The Registry requirement is currently planned for FY-22 4th quarter solicitation and award (July-September 2022). There is no guarantee of solicitation or award in FY-22. Potential sources are requested to review the attached DRAFT Statement of Work (SOW) and the attached Contract Cloud Computing Requirements document (CCR). The CCR document will be incorporated into the SOW in the final version of the requirement and provides detailed requirements for cloud computing environments that handle Personally Identifiable Information (PII) which is considered Sensitive But Unclassified (SBU) or Critical Unclassified Information (CUI). The final delivered solution will require an Authority to Operate (ATO) from the USCG in accordance with clause Homeland Security Acquisition Regulation (HSAR) Deviation 15-01, Safeguarding of Sensitive Information (March 2015). The ATO process is post award. The USCG is a unique Branch of the United States Military Services, chartered under Title 14 US Code and under the Department of Homeland Security (DHS) and not the Department of Defense (DOD). However, as a military service connected to the .mil domain, the solution requires hosting in a DOD certified, Impact Level 4 (IL-4) cloud environment to obtain an ATO. Interested vendors (at the time of proposal submission) will be required to have either a DOD P-ATO for IL-4, (Provisional ATO) or demonstrate they are in progress of obtaining the P-ATO (i.e. in the Defense Information Systems Agency [DISA] que with a sponsor) in accordance with the DOD Cloud Computing Security Requirements Guide. https://dl.dod.cyber.mil/wp-content/uploads/cloud/pdf/Cloud_Computing_SRG_v1r3.pdf Interested vendors are encouraged to respond to this Sources Sought Notice. In your response, please provide your current DOD P-ATO IL-4 status and professional capability to meet the requirement. It's also encouraged to provide any past performance with regard to similar requirements to include points of contact. Finally, please provide your DUNS or System for Award Management (SAM) unique identifier, and your business size status, to include socio-economic status as defined/determined by the Small Business Adminsitration.
