This Draft Request for Proposals is issued on behalf of the Non-Intrusive Inspection (NII) program for a potential Muon Detection System acquisition. These systems are also known as Multi-Modal Passive Detection Systems or High-Density Cargo Detection Systems. This represents a new type of technology for the program and the program office is seeking input from industry on the draft documents, particularly the draft Statement of Work. The NII Program wishes to explore the uses of this technology as a complement to its traditional X-ray systems. No proposed evaluation criteria are included, as market research has not identified multiple vendors. Any vendor wishing to participate in this acquisition is encouraged to review and comment on the draft documents. Please submit all questions and comments by 4:00 PM ET on April 19, 2021.
