This posting is not a Request for Proposals or a Request for Quotations, and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this Sources Sought Solicitation. No basis for claim against the Government shall arise as a result from a response to this posting or Government use of any information provided. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this posting. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor the Federal Business Opportunities site for additional information pertaining to this posting. 2.0 Summary The Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Force Readiness Command (FORCECOM) requests information on the availability of a commercial off the shelf (COTS) secure test question management software application. This software application must provide, at minimum, a means for writers to draft, schedule, facilitate, and securely store tests and test questions, in addition to conducting a full suite of analytics tools to include pass/fail metrics, percentage of questions a test taker answered incorrectly, print/scan capabilities, etc. Various user account tiers (user, manager, administrator, etc.) shall be available and the number of all accounts that could be made available to the USCG should be defined by respondents. The installation of any USCG hosted software solution would be housed at a USCG controlled data center and supported by USCG employees. If the software is intended to operate via a "cloud"-based solution, it shall be housed at a FedRAMP High certified data center. The software must also be capable of functioning both inside and outside the .mil domain. Data migration from the USCG's existing application to a new application would be required to ensure effective continuity of operations. The software application shall be capable of conducting testing activities throughout the United States, to include Guam and Puerto Rico, and U.S. ally nations throughout the world. Application performance, aside from latency caused by geographical distance, shall be standard regardless of location. 3.0 Scope The list below contains both functional and technical requirements that the software application will have to meet. As a Sources Sought, this list should not be considered as all-inclusive and any RFP/RFQ derived from this posting will be better defined. Any derived requirements necessary to support the functional and/or technical requirements will be captured in an RFP/RFQ, if released. • Secure storage for at least 80,000 unique test questions. o Geographically disperse administrators/managers can create, manipulate, and delete questions from within the application. o Administers/managers can create tests using questions w/in the database. • Capability for at least 30,000 electronic live test events per year. o "Live test event" means that active duty, reserve, and government civilian USCG employees can log into the application, take a test, obtain results, and test administrators/managers can obtain analytics for each event. o Administrators/managers shall be able to, but not limited to: ? Control test availability times ? Control number of attempts ? Assign test duration times ? Assign tests to specific users • Capability to print at least 45,000 pages per year (objective print requirement will be higher), to include, but not limited to: o Individual test questions o Tests o Reports • System availability; 24 hours (objective), 18 hours (threshold). • Capability to scan unlimited quantities of documents to include: o Paper-based tests for grading (e.i., Scantron) o Paper-based references, charts, graphs, etc. that can be later support test/question development. • Accessible to World Wide Web and CGPortal/CGOne (Department of Defense Information Network (DoDIN)/.mil domain) simultaneously to host examinations via any device (workstation, mobile device, etc.). • Multiple user accounts (amount TBD); users are defined as: o Active duty military o Reserve military o Government civilian o Non-government civilian ? Private citizens ? Private corporation employees ? Partner industry leaders/employees working directly with the USCG • Print answer keys in "bubble format" • Capability to randomize questions during quiz/test creation. • Question creation, editing, archiving, metatags. • Import/Export illustrations, documents, hyperlinks, in PDF, JPG, BMP, MS Office formats. • Ability to deliver exams as Shareable Content Objects (SCO) through Learning Management System (LMS) • Ability to provide survey capabilities (i.e. level 1 and level 3 surveys, etc.) • Ability to restrict users access to applications while in the exam/evaluation mode 4.0 Sources Sought Submission Instructions All capabilities statements sent in response to this Sources Sought notice must be submitted via e-mail to Mark Rushing at Mark.A.Rushing@uscg.mil no later than 2:00pm EST, March 1, 2019.
