U.S. Immigration and Customs Enforcement (ICE) has been ordered by the United States District Court for the District of Columbia to (USCDC) to either (1) install six private, confidential attorney-client visitation rooms in which counsel may utilize translation services and physically pass documents to and from their detainee client or (2) install or transfigure a ratio of 25 deatinee to one telephone that block all others from listening to legal calls while in progress at the CAFCC in Florence, Arizona within 60 days of the February 1, 2023 court order. The court has granted another 30 day extension to enable the award of this purchase order. The objective, therefore, is to procure and install 14 privacy booths and 10 ADA compliant booths for a total of 24 booths that facilitate private legal calls which fulfills the District of Columbia’s court order to install or transfigure telephones at a ratio of one phone per 25 detainees that block all others from listening to legal calls while in progress. The phone booths should be soundproofed to at least the 30-35 decibel (dB) level to keep conversations private and the booths should be made available in accordance with each facility’s legal visitation hours [but at least eight (8) hours per day on weekdays and five (5) hours per day on weekends and holidays in accordance with ICE detention standards]. The purchase order will also cover furniture and video-teleconferencing equipment expenses that are required to facilitate both in-person and virtul legal visits within the privacy booths. The purchase order will cover the set price of procuring and installing 24 privacy booths [16 in the Delta Unit (8 regular and 8 ADA compliant booths) and 8 in the Mobile Unit (6 regular and 2 ADA)] that facilitate video teleconferencing and telephone calls that block all others from listening to legal calls while in progress.
