PMU intends to procure, on a sole source basis, new inventory scanners because the old inventory scanners are no longer compatible with network security. The vendor listed below is the only company that can provide the required equipment. Sunflower Asset Management System (SAMS) is the DHS asset management system of record. DHS (including ICE) has had a Sunflower Assets license, Sunflower MobileTrak Site license which is a CGI Sunflower software that resides on the handheld scanner to conduct physical inventory that communicates to the system of record, SAMS which it was awarded to Annams in 2013 before CGI took over. ICE has been using this software for years as well and this exercise is a scanner refresh. ICE is replacing their old Sunflower scanners with new Sunflower scanners, which the software on the scanner will be the same. Sunflower Assets and MobileTrak are CGI Federal’s proprietary software. If ICE use any other scanners, it will not communicate with the software, which will not pull the correct inventory over. Also using any other scanner will void any warranties. There are no third-party vendors that resell the software. Therefore, there is no vendor that can sell a scanner with Sunflower MobileTrak installed on it.
