Access to the Public Access to Court Electronic Records (PACER) System

The Department of Homeland Security (DHS) intends to award a sole source, firm-fixed price purchase order to the Pacer Service Center for access to the PACER system, which provides electronic public access to federal court records. This service is mission-critical for the ICE/ERO New York Field Office to support immigration enforcement actions. The government determined that only one responsible source can fulfill this requirement, as no other provider offers the necessary statewide emergency communication service. Responses to this notice of intent must be submitted by email no later than 3:00 PM Eastern Daylight Time on July 28, 2026.
