The USCG requires low-earth-orbit SATCOM services to provide CGONE network availability in climate-challenging regions. The scope includes site surveys, maintenance and sustainment, OneWeb Kits and hardware installation, SATCOM services, and Total Access Orchestration services. This is a sole-source exception to fair opportunity under FAR 6.302-1, based on only one responsible source being able to meet the requirement.
