This Justification for an Exception to Fair Opportunity has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquistion Regulation (FAR) Subpart 16.505 and in accordance with the requirements of FAR 16.505(b)(2), the justification for the use of the statutory authority under FAR Subpart 16.505 is justified by the following facts and rationale required under FAR 16.505(b)(2)(ii)(B). Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. As the Government's intent to acquire using other than full and open competition was previously published on the Government-wide Point of Entry (Contract Opportunities) and all public comments considered at that time, the Government does not intend to respond further concerning this publication.
