This notice is publicized in accordance with FAR 5.201(b)(ii), for a modification for additional supplies and services under an existing Task Order (TO) award, placed off of the Department of Homeland Security (DHS), Tactical Communications Equipment and Services II (TacCom II) multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) multi-agency contract vehicle. The Transportation Security Administration (TSA), Contracting and Procurement (C&P), awarded TO number 70T03020F2BCIO104 to Motorola Solutions, Inc. on March 6, 2020 for Land Mobile Radio (LMR) tactical communication equipment and interrelated services. This award is in support of the Information Technology (IT), End User Services Division (EUSD), land mobile radio program, which provides tactical communications at TSA locations and airports nationwide. The period of performance of this TO includes a base year and four, 12-month option years, with an ultimate expiration date of March 5, 2025. The additional supplies and services, proposed to be modified on TO 70T03020F2BCIO104, fall within the overall scope of the requirement, but were not specifically identified at the time of award. A competitive procurement for these items would introduce an unacceptable delay; Motorola is uniquely qualified to provide the additional equipment and services from their TacCom II catalog, resulting in no compatibility / interoperability challenges, and no knowledge deficiencies for the interrelated services. Exception to fair opportunity JA-2024-03-1084, for other than full and open competition, has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. This notice of intent is not a request for competitive proposals.
