This notice is publicized in accordance with FAR 5.201(b)(ii), for a modification for additional supplies and services under an existing Task Order (TO) award, placed off of the Department of Homeland Security (DHS), Tactical Communications Equipment and Services II (TacCom II) multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) multi-agency contract vehicle. The Transportation Security Administration (TSA), Contracting and Procurement (C&P), awarded TO number 70T03020F2BCIO104 to Motorola Solutions, Inc. on March 6, 2020 for Land Mobile Radio (LMR) tactical communication equipment and interrelated services. This award is in support of the Information Technology (IT), End User Services Division (EUSD), land mobile radio program, which provides tactical communications at TSA locations and airports nationwide. The period of performance of this TO includes a base year and four, 12-month option years, with an ultimate expiration date of March 5, 2025. The additional supplies and services, proposed to be modified on TO 70T03020F2BCIO104, fall within the overall scope of the requirement, but were not specifically identified at the time of award. A competitive procurement for these items would introduce an unacceptable delay; Motorola is uniquely qualified to provide the additional equipment and services from their TacCom II catalog, resulting in no compatibility / interoperability challenges, and no knowledge deficiencies for the interrelated services. Exception to fair opportunity JA-2024-03-1084, for other than full and open competition, has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract modification, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly. The Government does not intend to respond further concerning this publication.
