This Justification and Approval for Other Than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305 and 13.106-1(b)(2). The Transportation Security Administration (TSA), Security and Administration Services (SAS), Real Estate Management Division (REMD) and Contracting and Procurement intends to modify an existing purchase order for additional work within scope based on soliciting only one source. (FAR 13.106-1 (b)(2)) The procurement request number is PR227668E241, and the Contracting and Procurement’s tracking number is JA-2022-01-0803. This acquisition is conducted under FAR Part 13, Simplified Acquisition Procedures. TSA awarded Purchase Order No. 70T01020P9NREM600 to SRL Total Source, LLC for janitorial services at TSA occupied leased space at Newark International Airport (EWR) on 5/1/2021. The contract was awarded for a 12-month base and four (4) 12-month options and total firm fixed price (FFP) value of $719,307.09 to clean approximately 7,665 square feet seven (7) days a week. The purpose of this contract action is to bilaterally modify the purchase order for Option Period 1 to incorporate janitorial services for 8,252 square feet of onsite leased space. As a result of this contract action, the total square footage will be increased from the awarded 7,665 square feet by 8,252 square feet to 15,917 square feet for Option Period 1. This contract action is being executed on a sole source basis in accordance with FAR Subpart 13.106-1(b) as SRL Total Source, LLC is the only source capable of responding due to the unique or specialized nature of the work.
