The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement and Removal Operations (ERO), New Jersey Field Office intend to modify contract no. ODT-5-C-0010 extending the period of performance for an additional 12-months and provide ICE with additional detention services. This action would be executed pursuant to Federal law on a sole source basis to the incumbent contractor, CoreCivic, Inc. DBA CoreCivic (physical address: 5501 Virginia Way STE 110, Brentwood, Tennessee, 37027-7684, United States; Unique Entity ID: HJGMJN1JKL46; and Cage Code: 3HAR6). Consistent with Federal procurement law, regulation, and other authority, CoreCivic provides comprehensive secure detention services for ICE detainees at the Elizabeth Detention Center (625 Evans Street, Elizabeth, NJ 07201), a contractor-owned and operated facility under contract no. ODT-5-C-0010. The current period of performance of this contract will expire on 31 August 2023. This contemplated modification and extension will provide an additional 12-months of services while ICE executes a follow-on effort to this contract. Only the incumbent, CoreCivic, can meet the Government’s needs by the required performance start date of 01 September 2023 and no other service or provider will satisfy the agency requirement.
