The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement and Removal Operations (ERO), Denver Field Office intends to award a fixed-price purchase order on a sole source basis to Denver Health and Hospital Authority DBA Denver Health (physical address: 777 Bannock ST Denver, Colorado 80204-4507, United States; Unique Entity ID: MMT4LGM4H9Z5; and Cage Code: 1RS53). Denver Health’s Correctional Care Medical Facility provides hospital units specifically designated for individuals that are referred by law enforcement agencies. These units are guarded exclusively by the Denver Sheriff Department per agreement with Denver Health. When a detainee in the custody of ICE is admitted to this facility for medical care, the Denver County Sheriff is the only entity allowed to provide guard services while medical services are being rendered. Thus, ICE requires a sole source purchase order with Denver Health to obtain guard services when ICE detainees utilize the Correctional Care Medical Facility. The period of performance of this purchase order is anticipated to be for a total of 60 months (inclusive of one (1), 12-month base period and four (4), 12-month option periods). There is only one responsible source, and no other services will satisfy the agency requirement. These services will be acquired in accordance with Federal Acquisition Regulation Part 13, Simplified Acquisition Procedures. This notice is NOT a request for proposals or quotes. This is a notice of the Government’s intent to issue a sole source award to Denver Health for the required guard services. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Responses to this notice may be considered when determining whether a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this notice no later than the closing date by email to John.Kurtz@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice – Guard Services at Correctional Care Medical Facility.” All information submitted should support the offeror’s capability to provide the required services and shall be furnished at no cost to the Government. The Government reserves the right to cancel this sole source award. The anticipated primary North American Classification Systems (NAICS) code is 561612 - Security Guards and Patrol Services.
