This is a Request for Information (RFI) to identify potential sources and gather information on current capabilities within the market. In 2017, Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) created the Victims of Immigration Crime Engagement Office (VOICE). In support of VOICE office initiatives, ICE also launched an automated Victim notification software as a service (SaaS) called the Department of Homeland Security-Victim Identification Notification Exchange (DHS-VINE) which leverages existing nationwide industry standard victim notification systems and enhanced its victim services capabilities to reach higher percentage of victims associated with criminals ICE encounters as a result of both its criminal and civil enforcement duties. The solution is currently being provided by Data Systems Analyst, Inc. (formerly Project Performance Company, LLC). ICE is seeking potential sources capable providing a commercial-off-the-shelf (COTS) application offered as Software as a Service (SaaS) which meets the requirements outlined in the "RFI Attachment - VINE Solution Requirement Questionnaire." Qualified sources are strongly encouraged to response to this RFI no later than Wednesday, March 11, 2020 at 9:00AM Eastern Time (ET) to Michelle.Brooks@ice.dhs.gov with a copy to Jina.Jackson@ice.dhs.gov.
