Purpose of Request for Information THIS IS A REQUEST FOR INFORMATION (RFI) to identify sources that can provide an automated system or machine-learning system which can provide a complexity score for each applicant to the US Immigration and Customs Enforcement (ICE), either federal or contractor, at the initial pre-employment decision to authorize personnel to enter on duty with ICE. ICE requests a platform where workload and staffing resources can be leveraged based on an applicant’s complexity score. This will allow for a predictability model for ICE’s federal and contractor applicant pipeline. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, ICE will not accept unsolicited proposals. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this requirement. All submissions become Government property and will not be returned. 2. Description of Requirements ICE is exploring methods to improve its operational efficiency beyond its current resources and available technology. Due to increased workloads, the adjudicative workforce in ICE has experienced bottlenecks and backlogs. As a result of these backlogs, predicting case complexity has become a focus point for improving the Personnel Security Unit’s efficiencies. ICE is seeking an existing artificial intelligence or IT system to compile and analyze data included in the Questionnaire for National Security Positions (SF86) and the Questionnaire for Public Trust Positions (SF85/SF85P/SF85P-S) in order to visibly determine the complexity of the disclosed information within. Also included in this complexity rating is the inclusion of additional background checks (Credit report, fingerprint results, and the like). Further analysis to include polygraph results and background investigation reports of investigation will follow, with the same intent of identifying a complexity score. Due to the large workload the Personnel Security Unit experiences, the need for automated technology to depict a complexity score will far exceed the current practice of reviewing the contents manually prior to adjudication. Additionally, having the ability to accumulate data reports for performance management, reporting, predictability, and timeliness will be a key requirement in this effort. 3. White Paper Submission Interested parties are requested to respond to this RFI with a white paper. Responses must be submitted in size 12 Times New Roman font with single spacing and 1” margins. The white paper shall include the following: Administrative Information (One (1) page limit) At a minimum, interested parties shall provide shall include the following: Name, mailing address, DUNS number, phone number and e-mail of designated point of contact. Business type based upon North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services (large business, small business, small disadvantaged business, etc.) Current Information Technology contract vehicles that your company holds such as NIH CIO SP3, Alliant, Alliant SB, GSA Schedule, etc. Question Responses (Ten (10) page limit) Interested parties shall address all of the questions outlined below. Does your company have an existing Artificial Intelligence (AI) platform or IT Solution that meets the following capabilities: Capable of analyzing data from a completed Questionnaire for National Security Position (SF86) and provide a complexity score Capable of gauging the likelihood of security clearance approval Capable of providing an accuracy rating of over 90 percent in performing SF86 analysis or complexity scoring Capable of providing multiple complexity ratings over the lifespan of a case Capable of analyzing and triaging information retrieved from the Office of the Director of National Intelligence (ODNI) Continuous Evaluation System Capable of helping OPR/PSU automate, decrease redundancies, and remove bottlenecks in the background investigation process Capable of integrating with an agency’s security case management system (DHS Integrated Security Management System (ISMS) If available solutions exist, please identify: The software products used & features that it offers General information about pricing and deployment. How is the solution, development and deployment priced? What information what your company need to know in order to accurately price the project? 2. Has your company developed or deployed an automated SF86 data analysis or complexity scoring solution for any agencies of the US Government? If so, please provide the agency name, contact information, and a brief description of the project. 6.0 Vendor Questions Questions and requests for additional information must be sent to DHS/ICE via e-mail to: Michelle.Brooks@ice.dhs.gov and Miranda.Collins@ice.dhs.gov by Tuesday, October 13, 2020 at 10:00 AM. All submissions shall include in the subject line “Questions for RFI 10152020 – (Company’s Name).” Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after the due date deadline will be answered. 7.0 Submission Instructions Responses shall be received via e-mail as one electronic submission in Adobe PDF format with the subject line “RFI # HSICE-101512020- ICE OPR/PSU Complexity Scoring.” Submissions must be received no later than Monday, October 19, 2020 at 9:00 AM and submitted only to: Michelle.Brooks@ice.dhs.gov and Miranda.Collins@ice.dhs.gov. Early submissions are encouraged. ICE reserves the right to review late submissions but makes no guarantee to the order of, or possibility for, this review. All company proprietary information, performance capabilities and/or future modifications must be clearly identified and marked so segregation of proprietary information is required.
