This requirement is to provide web-based tri-merge credit reports from Equifax, Experian and TransUnion as well as Canadian credit reports. Currently this requirement is being met via a BPA available to all DHS components. Currently, nine (9) DHS components are utilizing this BPA. DHS components are required to provide background investigations necessary to determine an individual’s suitability and national security eligibility for access to DHS facilities and information. Credit reports are an integral component of background investigations. ICE administers BPA no. HSCEMR-15-A-00002 with a period of performance of July 1, 2015, through June 30, 2020. The BPA was originally awarded on June 19, 2015 with an estimated value of $8,250,304.00 for five years (a base period and four option periods). This BPA was the first DHS strategically sourced vehicle for these services so the historical usage throughout these five years will be utilized to determine a higher and more accurate ceiling for the follow on vehicle. On April 18, 2019 a modification (Mod 4) was made to the original estimate and the estimated value was increased by $2,062,576.00 from $8,250,304.00 to $10,312,880.00. This modification (Mod 5) will increase the current BPA estimate of $10,312,880.00 by $4,687,120.00 to $15,000,000.00. The period of performance will remain unchanged.
