Quotes must contain a signed copy of SF A00001 with submission. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6 and subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z080-24-Q-00006400. is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06, effective 12/04/2023. The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Medium Endurance Cutter Product Line (MECPL) intends to award a firm-fixed-price definite contract as a result of this synopsis/solicitation for Original Equipment Manufacturer (OEM) certified technical representatives as outlined in Attachment 2. It is anticipated that a non-competitive contract shall be awarded as a result of this synopsis/solicitation. All technical representatives must be certified by the OEM who currently holds the proprietary rights to all technical data, Fairbanks Morse, LLC. Market Research reveals that Fairbanks Morse, LLC is the only source that can provide the certified technical representatives to support, both remotely and on-site, the Welin Lambie TW.PIV 5.0B davit in accordance with this solicitation and the attached specification titled, Statement of Work Welin Lambie Davit Support Services (Attachment 2). Drawings, specifications and technical data proprietary to the OEM cannot be furnished by the Government; therefore, quotes submitted under this RFQ for other than OEM technical representatives will be rejected as non-responsive and non-responsible. The U.S. Coast Guard Surface Forces Logistics Center, Medium Endurance Cutter Product Line, has a requirement for the purchase of Original Equipment Manufacturer (OEM), Fairbanks Morse, certified technical representatives to support the Welin Lambie TW.PIV 5.0B davits. The Coast Guard does not possess the proprietary technical specifications, drawings, manufacturing/provisioning data, or special tools necessary to provide these services or training. This information was not purchased at the time of the original acquisition and is proprietary to the OEM, Fairbanks Morse. It is the Government's belief that only Fairbanks Morse, in the United States, has the capability to provide the services due to the fact that they are OEM. However, potential sources can submit information demonstrating their capabilities to provide genuine OEM authorized technical services. This information shall include, but is not limited to: (1) Data that the required support has been satisfactorily provided to the OEM or the Government in the past; AND (2) a written letter, signed by the OEM, which verifies the interested party’s authority to supply OEM certified technical representatives. The Government does not intend to pay for any information that is submitted in response to this synopsis. The above information must be received no later than three (3) business days from the date this notice is published. Information received after this period may not be considered.
