USCIS OCON justified an exception to fair opportunity pursuant to FAR 16.505(b)(2)(i)(C) for the procurement of DevSecOps services to operate and maintain major USCIS systems from Ekagra Partners, LLC in Leesburg VA 20176, under its CIO-SP3 Small Business contract number HHSN316201200131W, order number 70SBUR21F00000123. The extension of non-severable services was necessary to continue the final phase of work resolving bugs in the I-829 form and I-914 suite of forms in accordance with Section 508 requirements. This work, in addition to security maintenance of major USCIS systems, must continue while USCIS proceeds with its competitive. Ekagra has been satisfactorily performing these services since July 2021 and the development teams continue to actively work the priorities outlined above.
