The United States Department of Homeland Security (DHS) Science and Technology (S&T) intends to expand its use of Research and Development Testbeds through Public/Private Partnerships with Federal, State, County, Municipal governments, academia, and industry. S&T wishes to leverage both existing Testbeds as well as partner for the establishment of new Testbeds to meet its mission objectives. S&T intends to procure research and development test and evaluation (RDT&E) services on a sole source basis to expand existing and establish new Public/Private Partnerships (PPP) to operate and maintain Testbeds.
