USCIS intends to award a sole source contract to International Organization for Migration (IOM), Washington, DC, without seeking competition for parole-related services abroad under the Central American Minors (CAM) Refugee and Parole Program and related litigation. CAM provides certain children in Central America the opportunity to be considered for refugee resettlement in the United States while still in their home country. Individuals who are found ineligible for refugee status are then considered by USCIS for the possibility of entering the United States under parole. IOM will process Phase One and new Phase Two CAM parole cases contemporaneously with the settlement agreement cases. IOM will be responsible for notifying beneficiaries of program updates, facilitating medical clearances for the beneficiaries, scheduling the beneficiaries' reinterviews (which may be in-person or through video teleconferencing/virtual platforms) and biometrics collection with USCIS, as needed; arranging for beneficiary travel; and tracking the status of beneficiaries as they complete each part of the process and in accordance with the terms and conditions outlined in the Memorandum of Understanding (MOU) with Department of State (DOS) and IOM for Admission of Refugees and other Designated Migrants. Additional administrative duties may also be assigned, as described below. The CAM program is unique in that failed refugee applicants are automatically considered for parole and therefore may be approved to travel to the United States. IOM is already responsible for processing of all CAM applicants through the refugee process, including arranging and facilitating travel. Parole processing goes hand-in hand with refugee processing at various stages due to the overlap in needs for travel documents, medical clearances, appointment scheduling, and family groups that may have different refugee and parole decision outcomes.
