The requirement is to provide testing and support services to the Project 25 Compliance Assessment Program (P25 CAP) and the CAPRAD. P25 CAP is a congressionally supported standards-based compliance testing program that maintains a list of approved interoperable communications equipment for use by DHS Component end users and state and local first responders. The P25 suite of standards enables interoperability among digital two-way land mobile radio communications products developed for public safety professionals. P25 CAP is a formal, independent process for ensuring communications equipment declared by the supplier actually is P25-compliant and tested against the standards with publicly published results. The Government owns and manages the P25 CAP, as such, needs to review manufacturer submitted testing documentation. The Government must also create test procedures and test cases as part of the program. S&T’s Office for Interoperability and Compatibility Technology Center (OIC-TC) has a congressional mandate to accelerate standards for interoperable communications.
