The United States Department of Homeland Security (DHS), Office of Procurement Operations’ (OPO), Science and Technology Acquisitions Division (STAD) proposes to award an order on behalf of the DHS, Science and Technology Directorate (S&T), Office of National Laboratories’ (ONL), Transportation Security Laboratory (TSL) pursuant to Federal Acquisition Regulation (FAR) 8.405-6(a), Limiting Sources. DHS/OPO intends to procure a brand name specification for the Mass Spectrometer through the Multiple Award Schedule Program under the authority of 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Only one source can provide the Mass Spectrometer because it is unique or highly specialized. Pursuant to FAR 8.405-6(b)(1), this brand name specification must be used because the compatibility with TSL’s existing laboratory equipment is essential to meeting TSL’s needs. TSL’s effectiveness in providing T&E depends on its ability to produce objective testing results in a timely an efficient manner.
