DHS, OPS, COD is pursuing a Task Order to continue Operations and Maintenace (O&M) on the existing Special Events Assessment Rating (SEAR) application (SEAR) Tool to include technical support, development, and program management services. . Subsequently, this requirement would enable code development, testing, and deployment to permit full and continued functionality of the SEAR Application. The SEAR Application enables the DHS OPS Special Events Program (SEP) to interface with Federal, State, and Local officials to voluntarily submit special events for a risk assessment. OPS applies a risk-based methodology to all submitted events and assigns them a SEAR rating. This methodology considers the threat, vulnerability, and consequences for each event.
