The Department of Homeland Security (DHS), Office of Procurement Operations, (OPO), on behalf of the Office for Civil Rights and Civil Liberties (CRCL), prepared this Brand Name Justification to procure the Icomplaints (IC) and Entellitrak (ETK) EEO Case Tracking Applications. DHS/OPO intends to award a task order to a SDVOSB (Service Disabled Veteran Owned Small Business) NASA SEWP (Solutions for Enterprise-Wide Procurement) contract holder as an authorized reseller of Tyler Technology products and services to procure Icomplaints (IC) and Entellitrak (ETK) EEO Case Tracking Applications in accordance with FAR 16.505(a)(4), brand name. The IC and ETK application development platforms for case management and business process management are particular to one manufacturer. This suite of products is unique because Tyler Technologies works exclusively with the Equal Employment Opportunity Commission (EEOC) to generate data to support DHS’ commitment to guarantee equal employment opportunity across the Department. Without this data, DHS would be in violation of the No Fear Act and would be vulnerable to monetary sanctions against the Department for failure to comply with EEOC’s orders and directives. Entellitrak has been architected so that it can be hosted on premises or in the cloud and is available to federal agencies under FedRAMP via Platform as a Service(PaaS) and Software as a Service (Saas). DHS has utilized these applications since 2010 as the EEO case tracking solution.
