The Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO) required a DHS-wide Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Data Center 1 (DC1) Support Services. The IDIQ contract 70RTAC21D00000002 was awarded to General Dynamics Information Technology, Inc. (GDIT). The IDIQ contract 70RTAC21D00000002 is a continuation of existing managed hosting and professional services, which include support within a government-owned contractor-operated Enterprise Data Center, infrastructure-as-a-service (IaaS) environments, and co-location facilities. Data Center 1 services are a critical part of DHS mission and national security, which is why a continuation of these services by GDIT is needed to avoid any interruption until the award of the competitive replacement contract. There were 40 active task orders issued under the expired DC1 IDIQ contract in support of 14 DHS components. The aforementioned DC1 contract expired on June 30, 2020; however, the performance periods of the 40 active task orders ended on June 30, 2021. The new DC1 IDIQ Contract 70RTAC21D00000002 continues the services required for the management of the enterprise DHS DC1 on an interim basis until the competitive Data Center and Cloud Optimization (DCCO) contract is awarded in the fourth quarter of fiscal year 2021 and the DCCO contractor is in place. The only contractor in a position to provide the necessary limited term services beginning July 1, 2021, without the risk of DC1 service disruption is the incumbent contractor, GDIT. A new vendor would require significant preparatory and transition support to assume DC1 service operations beginning July 1, 2021. The DC1 IDIQ Contract award to GDIT for continuing DC1 services beginning July 1, 2021, and extending until the DCCO contractor is in place is the only feasible approach for immediate DC1 service support until the competitive DCCO contract is awarded.
