This requirement is to obtain continued Enterprise-Wide support for the Department of Homeland Security Workers Compensation Medical Case Management Services (WC-MCMS) program and assure timely and successful return of DHS employees to the workforce. The WC-MCMS encompasses: (1) Injury Care Support Services; (2) Medical Case Management Services; and (3) an Information Technology (IT) Solution (Services and capabilities) that encompasses an existing (operational) Case and Reporting Management Information System (MIS). The period of performance is a six (6) month base followed by a six (6) month option period. This acquisition is being conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies, in accordance with FAR 8.405-6(a), Limiting Sources. In accordance with 8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays. In September 2013, DHS OPO established a DHS-wide Blanket Purchase Agreement (BPA) GS-02F-0128W/HSHQDC-13-A-00048 with Managed Care Advisors, Inc. using the competitive ordering procedures at FAR 8.405 for services in support of WC-MCMS. The BPA expired 03/26/2019 with task orders eligible to extend up to one year beyond the expiration of the BPA. In October 2019, DHS OPO released a solicitation, 70RDAD20Q00000002, using the competitive ordering procedures at FAR 8.405 to establish a new DHS-wide BPA for WC-MCMS. Receipt of quotes for 70RDAD20Q00000002 also closed in October 2019. Quotations were received. However, the evaluation of quotes received has taken longer than anticipated due to unforeseen scheduling delays and resulting in a potential lapse in services. The WC-MCMS Services are required throughout the United States in all 50 States, the District of Columbia, and U.S. Territories including Puerto Rico, U.S. Virgin Islands, Guam, Northern Mariana Islands and American Samoa. WC-MCMS provides an Integrated MCMS Solution encompassing: (1) Injury Care Support Services; (2) Medical Case Management Services; and (3) an Information Technology (IT) Solution (Services and capabilities) that encompasses an existing (operational) Case and Reporting Management Information System (MIS). WC-MCMS support provides centralized processes, procedures, and IT services that would ensure successful processing of WC claims, timely and successful return of DHS employees to the workforce. Should the Government fail to have a DHS-wide vehicle in place, there will be unacceptable delays in fulfilling the agency’s requirements. While the original BPA expired in March of 2019, each of the Components were able to issue task orders against that BPA which could extend up to one year beyond the expiration of that BPA. Those Task Orders are now expiring at the end of March 2020. However, it is essential that services continue for HQ and each of the Components until the new BPA can be awarded. The country is currently experiencing a medical pandemic and the President has declared a national emergency (https://www.whitehouse.gov/presidential-actions/proclamation-declaring-national-emergency-concerning-novel-coronavirus-disease-covid-19-outbreak/). One of the services provided by the WC-MCMS is to provide reporting and assistance to those experiencing medical issues such as the current pandemic, the COVID-19. Awarding a short term DHS-wide BPA will allow the Components to continue to leverage economies of scale in procuring these services as well as allow for any transition services that may be needed.
