The Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO) requested a DHS-wide Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Data Center 2 (DC2) Support Services including comprehensive data storage and management services. The IDIQ contract was awarded to Perspecta Enterprise Solutions LLC. The subject contract supports the Department’s strategy to migrate or retire every system and application within the data center, which will result in a declining number of systems being supported during the period of performance. Data Center 2 services are a critical part of OCIO’s mission, which is why a continuation of these services by Perspecta Enterprise Solutions is needed to avoid any interruption. The services at DC2 are provided at a contractor-owned contractor-operated facility. As a result, a new vendor would not have the authority or access to the current DC2 facility and therefore would not be able to perform the subject services to maintain operations of the current data center. The number of systems housed in DC2 are declining as they are transitioned out of the facility. The remaining systems require maintenance and support while they transition out, so using current staff and equipment is the lowest cost and risk option to attain the requisite level of support. Therefore, only the incumbent DC2 supplier is capable of providing these services for systems that continue to operate in DC2 without introducing additional performance and scheduling risks and duplicated costs.
