The contractor shall provide support to the Office of the Chief Financial Officer’s (OCFO) Office of Financial Operations (OFO) in their efforts to maintain and sustain the ISO 9001 Certification, conduct Continual Quality Improvement, and perform Process Optimization. This acquisition is being conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies, in accordance with FAR 8.405-6(a), Limiting Sources. An award will be made in the interest of economy and efficiency as a logical follow-on to an original Federal Supply Schedule order #HSHQDC-16-F-00207 pursuant to FAR 8.405-6(a)(1)(i)(C). The original award was competitively solicited and awarded using the ordering procedures at FAR 8.405. It is necessary to limit competition for new work described herein as a logical follow-on to complete in-process maintenance and support work. The current contractor supports several critical organizational initiatives and operational requirements. These initiatives and requirements directly contribute to FO’s ability to maintain its ISO certification, comply with DHS financial operations policies, and adhere to quality processes and procedures to better serve their customers. There is a critical and urgent need for continued support without a break in service. If there is a break in service, FO will lose its ability to maintain their current quality management system and related quality processes and compliance with ISO standards which would result in a loss of FO’s ISO 9001:2015 certification. FO is in the middle of critical ongoing operational and organizational changes in line with their strategic plan that rely on the contractor’s institutional knowledge, unique mix of skills and experience necessary to complete the ongoing transformation. Without this contractor’s continued support, FO will not be able to complete the ongoing process changes that are required for FO to align with organizational changes that are occurring and to provide customer service in compliance with its Quality Policy.
