The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) has procured on a sole source basis development of specialized opioid-related training and investigative tools in support of Homeland Security Investigations (HSI) in their efforts to combat the opioid crisis. The Homeland Security Act of 2002 (Public Law 107-296) states that DHS S&T will conduct research, development, evaluation, and dissemination of advanced tools and techniques that facilitate investigative work, including technical assistance and training materials for law enforcement personnel. Pursuant to this mission, there is a need to improve opioid-related capabilities and training for HSI and their law enforcement partners. To address the ongoing opioid crisis, the S&T Office of Mission Capability Support Opioid Detection Program is funding efforts to develop improved capabilities including knowledge products to enhance DHS Components’ counterdrug mission performance. The requirement is to provide the requisite research into digital and chemical forensic methods associated with opioid smuggling, and to develop training curricula for HSI and their law enforcement partners, as well as undergraduate students.
