This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FEMA Region 1 is issuing a formal Request for Proposal (RFP) to be awarded based on Best Value to the government. This request is for the design & installation of furniture partitions at the Federal Regional Center (FRC) located in Maynard, MA 01754. Per FAR 36.204, the magnitude of the procurement is estimated to be between $25,000 and $100,000. This requirement is set-aside for Small Business vendors under the following NAICS Codes: 442110 – Furniture Stores; Size Standard: 500 Per GAO Finding: Awardee need not list project specific NAICS code in SAM record in order to receive award, but must be registered as a small business in SAM.gov All proposals will be assessed for the following three factors and all factors will be weighted equally when making best value determination: 1. Price – Full breakdown including labor, materials, Overhead, profit, etc. for design and installation of furniture partitions. 2. Technical Solution or Performance Work Statement (PWS) – Describe your approach to meeting all requirements of the SOO. 3. Past Performance and References – Similar scope or magnitude. In accordance with FAR 52.212-1 (b) (10) – references are requested. See attached past performance reference sheet provided to complete this requirement. If the offeror has no federal contracting experience, then they shall include references of contracts held in the following order: state, local, and private sector. Offerors with no past performance will be rated as neutral. Failure to provide any of these three requirements may result in proposal exclusion for failure to meet the requirements of the RFP. Offerors shall be made aware of the pre-existing site conditions of the Federal Regional Center (FRC) in accordance with FAR 36.502. There will be a mandatory site visit on Thursday, August 13, 2020 at 10:00 AM EST at the Federal Regional Center (FRC) located at 63 Old Marlboro Road Maynard, MA 01754. Interested parties must provide valid government issued identification and face covering to gain access to the facility.
