This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12, 13, and 19, and Subpart 12.6, as supplemented with additional information included in this notice. The solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08 issued September 23, 2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 443142 with a small business size standard of $35.0M. This requirement is a total Local Area Set-Aside in accordance with FAR Part 26.2; only qualified firms that meet the FAR definition of local area for Federal disaster declaration DR-4666-MN, as defined below, may submit offers. Offerors must be registered in the Federal government’s System for Award Management (sam.gov) with a primary address within the designated disaster area on the date of offer. Offers will not be accepted from firms outside the designated disaster area or from firms without current SAM entity registration. The solicitation will start on the date of publication of this notice and due to urgency unless modified will end on October 28, 2022 at 4:00 PM Central time. FEMA Region V intends to award one or more purchase orders for the computer peripheral equipment listed on this solicitation. The designated disaster area for DR-4666-MN includes The Minnesota Counties of Aitkin, Big Stone, Cass, Chippewa, Crow Wing, Douglas, Grant, Itasca, Kanabec, Kandiyohi, Lac qui Parle, Lyon, Nobles, Pine, Pope, Renville, Rock, Stevens, Swift, Todd, Traverse, Wadena, and Yellow Medicine. Offerors eligibility will be verified prior to evaluation. Award decision will be based on “lowest price technically acceptable” (LPTA). Offers must address all evaluation criteria, include firm name as registered in System for Award Management (sam.gov), SAM Unique Entity Identifier (UEI) code, and point of contact name, telephone number, and email address.
