The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mass Care Emergency Assistance Voluntary Agency Coordination and Community Services Branch (MCVCS), Individual Assistance Division, Recovery Directorate requires program management and management consulting contractor services to support programmatic activities. The purpose of this SOO is to assist in the transformation and enhancement of emergency protective measures related to disaster response efforts using multiple forms of Non-congregate Sheltering (NCS) for evacuees displaced by disasters or emergencies under Section 403, 42 U.S.C 5107B, Essential Assistance of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended. FEMA’s mission is to help people before, during and after disasters. Upon the Presidential declaration of a major disaster involving anticipated long-term displacement or physical inaccessibility of disaster survivors, FEMA may approve NCS using facilities such as corporate lodging, peer to peer, or other individualized accommodations.
