Background: The Department of Homeland Security (DHS), Science and Technology Directorate (S&T) has an interest in entering into one or more Partnership Intermediary Agreement(s) (PIA) pursuant to 15 U.S.C. 3715, with a Partnership Intermediary (PI), as defined in 15 U.S.C. 3715 (c), to provide services to support the technology transfer and commercialization of technology solutions for use by DHS and the Homeland Security Enterprise (HSE). Please refer to the DHS S&T website for ideas about what type of technology solutions may be of interest to DHS S&T, DHS Components and the HSE at large. DHS S&T will work with small business firms and educational institutions PIs to increase the likelihood of success in the conduct of collaborative or joint activities and to stimulate and promote technology development, and outbound and inbound transfer of technology between DHS S&T and academia, industry and federal laboratories. Any resultant PIA will be a non-federal acquisition regulation-based agreement made pursuant to the authority of 15 U.S.C. 3715. Description/Objective: The DHS S&T is requesting those entities that are eligible to enter into a PIA as defined in 15 U.S.C. 3715 (c) to express their interest by submitting a statement outlining their capabilities as they align to one or more of the objectives below. Objectives: Recruiting and outreach Marketing – develop strategies and campaigns successful in reaching key markets and stakeholders in the economic development and innovation sphere Vetting/recruiting – access networks of talent and non-traditional innovators across multiple disciplines related to DHS S&T, DHS Components and the HSE Business development Venture capital – successfully access and secure venture capital opportunities for small business and non-traditional companies Accelerators – support economic development through accelerated growth and maturation of entrepreneurs and non-traditional businesses in and around the HSE Commercialization plans (out of government) – develop strategies and campaigns as a conduit to assist in transferring government technologies to industry for commercialization Intellectual property – develop strategies and campaigns that provide a legal and proper assignment of rights pertaining to the technologies developed in the course of innovation research and development Tech scouting and transition Tech scouting – access markets, extract pertinent technologies, and exploit opportunities to integrate existing technologies into the HSE Horizon scanning – access markets, extract pertinent technologies, and exploit opportunities to integrate emerging technologies into the HSE Events Meetings, conferences or other events – organize events to showcase technology(ies) relevant to DHS S&T, DHS Components and the HSE and to accelerate the technology transfer and commercialization of these technologies Subject matter experts - establish a network of experts to engage with DHS S&T program managers to review and evaluate promising technology solutions for technology transfer and commercialization to industry and the HSE Capabilities Statement Format and Submission: Capability Statements submitted in response to the announcement should not contain proprietary information. If proprietary information is submitted, DHS S&T will make every effort to protect the confidentiality of the submission and any documents produced in the course of consideration. However, under the Freedom of Information Act (FOIA) requirements, such information (or portions thereof) may potentially be subject to release. If protection is desired for proprietary or confidential information, the respondent must mark the capability statement with a protective legend found in FAR 52.215-1(e), Instructions to Respondents – Competitive Acquisition, (modified to permit release to outside non-government evaluators and support contractors retained by DHS S&T). It is the respondent’s responsibility to notify DHS S&T of capability statements containing proprietary information and to identify the relevant portions of its capability statement that require protection. The entire capability statement (or portions thereof) without protective markings or otherwise identified as requiring protection will be considered to be furnished voluntarily to DHS S&T without restriction and will be treated as such for all purposes. Capability statements should not exceed 10 pages and should outline the respondent’s capabilities/ability to meet the objectives outlined above and how they align to one or more DHS S&T, DHS Components or HSE interests. An entity does not need to respond to every objective but may only be considered for those objectives that it addresses. Funding: No funds of either Party will be in any way committed or obligated for any purposes whatsoever by virtue of responding this RFI or entering into a PIA. Entering into an agreement will not guarantee funding for any submission, nor shall it be construed as a guarantee of future funding. ************************************************************************************* An entity’s response to this RFI may result in an offer to participate in a PIA for at least 2 years, but not more than 5 years. The Government reserves the right to enter into one, multiple or no PIAs pursuant to this announcement. An offer to enter into a PIA is based on the subjective consideration of the entity’s capabilities and the particular needs of DHS S&T in furthering some or all of the objectives stated herein and that best amplifies DHS S&T’s capability and mission. An entity does not need to satisfy every objective to be considered for an agreement and an agreement does not give the entity exclusive rights to a particular objective.
