Large-Scale Fixed Systems (Multi-Energy Portal and Low-Energy Portal) Indefinite Delivery, Indefinite Quantity Contact
DHS CBP intends to establish a five-year, multiple-award IDIQ contract for Large-Scale Fixed Systems, specifically Low-Energy Portal (LEP) and Multi-Energy Portal (MEP) systems. The scope includes equipment, delivery, installation and civil works, image formatting for ingestion into CBP systems, testing, verification, documentation, system interconnectivity, lifecycle support, warranties, and ancillary logistics. The objective is to replace aging systems with modern technology that improves image quality, throughput, threat detection, and inspection times at Northern and Southwest Border crossings. Performance will occur at various locations throughout the U.S. and U.S. Territories. The acquisition will use full and open competition, with CBP anticipating release of the formal RFP in Q1 FY2027 and award in Q2 FY2027.
