Sources Sought Title: USCGC MOBILE BAY (WTGB 103) and USCG BARGE (12001) DOCKSIDE REPAIRS. The U.S. Coast Guard is looking for sources which would be interested in performing DOCKSIDE repairs for Coast Guard Cutter Mobile Bay (WTGB 103) and USCG BARGE (12001) USCGC MOBILE BAY (WTGB 103) a 140 Foot Great Lakes Icebreaker and USCG 120 Foot Barge. ANTICIPATED PERIOD OF PERFORMANCE: August 19, 2024 thru September 22, 2024. (Subject to change at the discretion of the Government). USCGC MOBILE BAY Homeport address is 36 South Neenah Avenue, Sturgeon Bay, WI. 54235-2716. DESCRIPTION OF WORK: The scope of the acquisition is for the drydock repairs of various work items for the USCGC MOBILE BAY (WTGB 103). This work will include, but is not limited to: Fire Prevention Requirements Worklist, Core (WTGB 140) (Dockside) Voids (CAPS, inspect and renew), Barge Tanks, Potable Water, Clean and Inspect Voids, Accessible, Clean and Inspect Main Diesel Engine, MDE, Exhaust Piping, Commercial Clean Ship Service Diesel Generator (SSDG) Exhaust Piping, Commercial Clean Boiler Exhaust Stack Uptakes, Commercial Clean Bubbler Diesel Engine Exhaust Piping, Commercial Clean Vent Ducts, Galley and Pantry Room, All, Commercial Cleaning Vent Ducts, All Other, Commercial Cleaning Point of Use Potable Water Filters, Install Compressed Air Receivers and System Valves, All, Clean, Inspect, Hydro & Lift Vertical Capstan, Inspect and Service Towing Bitts, Chocks, and Fairleads, Inspect and Test Hull Fittings (Mooring and Towing), Inspect and Test – Tender Single Point Davit, Inspect and Service Hydraulic Release Pelican Hook, Inspect and Service – Tender Decks - Exterior, Preserve, Non-Skid Broadcast Grit System Circuit Breakers (60 Hz), Inspect and Test Potable Water Pneumatic Tanks, Clean and Inspect – Barge 120 Compressed Air Receivers and System Valves, All, Clean, Inspect, Hydro Lift - Barge Mechanical Chain Stoppers, Inspect and Service Anchor Winch, Inspect and Service – Barge Anchor Chains and Ground Tackle, Inspect and Repair – Barge Traction Winches, Inspect and Service – Barge Gypsy Winches (Appleton Model AMD-865), Overhaul – Barge Buoy And Cargo Handling Crane, Inspect And Service – Barge Snubbing Winch Installation SSDG Duplex Fuel Filter-Water Separator, Install Boat Deck Lighting, Install Bridge Window(s), Renew Firemain Valves, Overhaul or Renew Tank and Void Covers, Renew Crane Load Cell, Install All welding and brazing shall be accomplished by trained welders who have been certified by applicable regulatory code performance qualification procedures. After the determination a combined synopsis/solicitation will be posted on this website (https://www.fbo.gov/). The NAICS Code is 336611. The small business size standard is less than 1250 employees. Contractors are reminded that in the case of a HUB Zone set-aside, FAR 52.219-3, "Notice of HUBZone Set-Aside or Sole Source Award" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small businesses. Contractors are also reminded that in the case of a Service-Disabled Veteran-Owned Small Business Set-Aside, FAR 52.219-27, "Notice of Service-Disabled Veteran-Owned Small Business Set-Aside" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other service-disabled veteran owned small businesses. Additionally, regarding FAR 52.219-30 "Notice of Set A-Side For Women-Owned Small Business Concerns…": A women-owned small business (WOSB) concern eligible under the WOSB Program, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
